For the power of SHAZAM to be actually useful, only a person of pure heart and innocence can wield it. Flash, no matter how flag-waving he gets, is an adult. Billy was chosen because he was just a kid with a gold heart. He has plenty of innocence left to him.

Which is why Bruce Wayne would have made an aweful Captain Marvel. His heart is so bitter and twisted that - well, anybody here read "MiracleMan"? It was a Brit comic book about a kid with powers similar to Superman but in a Captain Marvel way (kid says "Miracelman", kid becomes super-hero). Sadly the kid loses it when he is raped (yes, raped - some comics pull no punches whatsoever), turns to Miracleman, and, well, let's say that there probably wasn't anything found of the assailants - or of London for that matter. Such powers as SHAZAM can only be abused by Bruce Wayne if he ever held it as a kid. You saw what he did in "Speeding Bullets", what makes you think he'd be any better as Captain Marvel?
