Scarlet Thunder was published in November 1995.
It was writen by Dan Vado, and illustrated by Rick Forgus.
and published by Amaze Ink.
From what I understand, it is true that this story was
proposed to DC as an Elseworlds. DC didn't go for it
so Dan Vado published it with a different set of
speedsters, instead of Jay Garrick, it was Adam Garrison,
instead of Johnny Quick, it was Jason Pine.
The story takes place during WWII when super heroes and masked men were looked at as secret weapons and PR for the war effort.
I only have the one copy, if you see it on the rack somewhere, BUY IT!
