The story takes place a year or two after SUPERMAN'S METROPOLIS. CLARC- KENT, the new Master of Metropolis, has begun reshaping the City in his image. When the intrigue begins, the evil DR. ARKHAM, master of the eponymous Asylum, holds the rich scions of Metropolis in his deadly thrall.
